Sowing Hope of Rehab in the Vast Expanse of Land——Congratulations to Nongken on Being Accredited for 3 Years

1 - Good News Came

Late night March 12^th, 2018, an email came from CARF HQ, informing General Hospital of Heilongjiang Province Land Reclamation Bureau that they have been accredited 3 year the highest level of performance. To date, General Hospital of Heilongjiang Province Land Reclamation Bureau became the first hospital to win this honor in the vast land of northeastern China.

CARF 3-year accreditation means:

The organization demonstrates conformance to various accreditation conditions and the services provided can basically meet CARF standards. Services and operations are designed to benefit patients. The current practices can be maintained and improved in the foreseeable future. The organization can also demonstrate the determination to constant improve service quality. 3-year accreditation is the highest level of accreditation.

The joy of success came with spring warm sunshine. In the vast land of abundance, a new shining rehab star is rising, shining with the spirit of hardworking, bravery and selflessness. This new star will definitely lead Chinese rehab to advance through patient centered and continuous improvement philosophy.

2 - A rehab marathon

Nongken’s journey to CARF is like a marathon. In the 15 months’ preparation, we’ve together experienced the four seasons of the ice city and enjoyed diverse local customs. There are times of anxiety and confusion at the initial stage, anguish during the process and uneasiness while waiting for the result.

But rehab practitioners must face the fact that there is a large gap between reality and ideal, which can only be closed through a painful growing process. We’ve got together for numerous times to discuss possible solutions and adjustment to plans, making every possible effort to explore and fight for possibility of change.

CARF accreditation within such a large comprehensive provincial hospital is not possible without the great support from hospital leadership, administrative departments as well as the selfless help from directors of all departments. Led by 3 presidents, the hospital established CARF accreditation leadership team and assigned staff to chair the 6 management committees and facilitate implementation of standards. A team shining with military culture was thus formed to implement reform on rehab management.

Carrying the ardent hope of leadership, rehab director Fan lead department staff including physicians, nurses and therapists to jointly facilitate optimization in management and patient services based upon CARF standards.

3 - Not a finishing line but a new starting point

Just as leaders of the hospital expressed Nongken’s rehab has entered into a post CARF era, full of hope and challenges. Our hospital will continue to work tirelessly with others on the road to continuous quality improvement.

Memories flooded back like waves of the Songhua River. Unfolded before eyes are the vast land covered by cozy clouds. Sincerely we welcome General Hospital of Heilongjiang Province Land Reclamation Bureau to CARF family and wished they could achieve a new height under the direction for CARF ASPIRE philosophies.

Introduction to General Hospital of Heilongjiang Province Land Reclamation Bureau and the Department of Rehab

Founded in 1969, General Hospital of Heilongjiang Province Land Reclamation Bureau, also named as the Second Tumor Hospital of Heilongjiang is a hospital built by the army. Development and construction of the reclamation bureau didn’t start until 1947. General secretary Xi expressed in an important speech during his visit to Heilongjiang Province that this province has greatly contributed to safeguarding boarder areas, developing production industry, supporting national development and ensuring national food security. It has many unique advantages in terms of the degree of organization, the scale of development and the sound scope of industry. This is an important and accountable force to rely on during critical moments. Construction of the great northern wilderness has generated enormous wealth at one hand. It also gave rise to the Northern Wilderness Reclamation spirits that center around hard working, bravery to explore new areas, attention to the overall situation and selfless dedication. These spirits inspire generation after generation to pioneer and advance toward the great journey of constructing a modernized agriculture power.

Founded in 2003, the department of rehab is the first batch of pilot organization for national work-related injury rehab, the first designation provincial work-related injury rehab organization, provincial rehab quality control center, district rehab center under DPF, non-affiliated hospital to Harbin Medical University Daqing Campus, non-affiliated hospital to Qiqihar Medical University and teaching base for Nongken Vocational School college of rehab medicine. Based upon modern rehab philosophies and characterized by combination of traditional Chinese medicine and western rehab, the department aim to build a professional rehab team to facilitate integration of rehab and other disciplines and provide standardized and quality rehab services to domestic and international patients who need rehab. It is the largest rehab department with the most complete supporting facilities and equipment within the three provinces in northeastern China.
