>>>Highlight 1: National Rehab Quality Control
The first speaker is professor
Mouwang Zhou from Department of Rehab Peking University Third Hospital. As
director of the national rehab quality control center, Zhou is clear about the
importance and difficult points of rehab quality control in China and
understands the responsibility and expectations on him from the nation. The
conference values the importance of quality control to rehab development.
That’s why a specialized forum is set up to provide opportunity for discussion
and communication. Professor Zhou presented on the latest progress of rehab quality
control. He pointed out that China has taken actions to
control rehab quality. After several attempts, Zhou and his team has
already identified multiple indicators to measure outcome in rehab and has
pilotted the plan in identified organizations. Collecting data in tens of
hundreds of organizations is a key step to facilitate this process.
The interesting thing is that both the trend toward quality control and the specific indicators coincide with CARF’s standards in outcome management. For orgaizations accredited by CARF and those who are actively pursing accreditation, your foresight has brought you the advantage to provide quality rehab services.
>>>Highlight 2: CARF Trilogy
Professor Guangxu Xu, director of Jiangsu Provincial Rehab Quality Control Center shared with humor about the current situation of rehab quality control in Jiangsu. Eearly in 2013, Rehab Center of Jiangsu Province Hospital was accredited by CARF and then in 2015 awarded the hight-level 3 year accreditation. With reference to CARF standards, the quality control center has made significant achievement in continiously collecting and analyzing data. They also have their own confusion on rehab quality control.
Ms. Christine from CARF
headquarter presented training on CARF standards based upon years’ experience in
directing Chinese rehab organizations.
Our old friend Chris, despite she has long passed her retiring age, out of deep love and zeal for rehab she spend 300 days of the year in foreign countries to direct hospitals, no pursuit for high salary or industry positions. The report has been presented to Chinese audience for a million times but every time you can see she presents like it is the first time. This is what about CARF standards from Chris. Every presentation will bring you new ideas. This time she has included new standards on risk management and human resource management in this presentation and illustrated on how organizations can satisfy quality control requirements by utilizing CARF standards. This is of practical meaning to this forum.
Professor Li grandly introduced
the value and changes CARF brought to Chinese rehab in
his presentation which is named as CARF Accreditation—The Prairie Fire in China.
When Okeway first introduced CARF into China in 2011, professor Li immediately
recognized this is going to useful in Chinese rehab industry. After that OKEWAY
bagan to promote CARF and facilitate implementation of the standards. Within
just 30 minutes’ presentation, professor Li explained with passion to audience
on what is CARF, how it impact his organization and what it feels like to be
the first one to have a taste of CARF. As the industry leader, professor Li
didn’t leave his sight on his own hospital, instead he intended to let the
standards benefit hospitals around China. As he expressed “There is no finishing line if you choose CARF which also
means there is no starting line. CARF
without threshold can bring in more organizations to enjoy this set of gold
international standards. To date China already has 10 accredited organizations.
It’s possible to have more in the near future and we are proud to have 2 CARF
surveyors in China. They have surveyed other hospitals in Taiwan, Korea, Japan
etc. ”
Professor Li also shared his expectation
toward OKEWAY, he expressed “As the first company to introduce CARF into China,
it’s not easy for OKEWAY to come all the way to today. Despite of the
achievement made, more organizations needed help from OKEWAY on their way to
applying CARF standards. So there is a long way to go.” Professor Li compared
OKEWAY to a project supervision company.
What they need to do is to assist organizations in constructing the CARF
project.
This is a high demand but at the same time the highest level of recognition for OKEWAY. Inspired by this encouragement, we believe OKEWAY will strengthen its capacity building , intensify communication with more organizations and contribute its share to the normative development of Chinese rehab.
>>> Soft Landing of CARF in China
Xiaofeng Cai, general manager of
OKEWAY and the first CARF person n China vividly introduced the soft landing
process of CARF standards in China and presented on how OKEWAY helped organizations
transform the international standards into quality rehab and management
practices. He shared that “CARF plane has successfully landed on the the
Chinese runway and is actively facilitating Chinese organizations in improving
service quality. This process has given rise to numerous inspiring stories.
We’ve also accumulated much experience in successfully helping organizations
implementing the standards.”
“Soft landing of CARF standards in any organization is not about satisfying surveyors or getting the certificate. Otherwise it should be called hard landing. Combining 3 elements(CARF standards, China’s own conditions and the hospital’s actual conditions) is of essential importance to organizatios. Such necessity makes it harder to implement the standards. But meantime it also urges organizations to actually use the standards and realize actual change.”
>>>Highlight 4: Outcome Management and Functioning
Dr. Shen, Chief Research Officer of CARF, came back to China many times to promote the famous outcome management tool under CARF uSPEQ®(優(yōu)勢必®in Chinese). But this is the first time for him to present on uSPEQ in such a high-level national rehab-lated academic conference. This demonstrates determination of the organizing committee toward outcome mangeemnt and CARF’s attentiong to the development of rehab outcome in China.
Dr. Shen started with a quote from Jack Welch –“An organization needs to focus on customer satisfaction, employee satisfaction and cash flow.” to elaborate on the development and design process and the application redults of uSPEQ® around the world. He also elaborated the importance of outcome management tool for rehab facilities, hoping that more chinese rehab facilities can join the system.
